I believe Sam is actually a filler character. I'm pretty sure he's in the episode where Sanji enters a cooking contest in Lougetown. Sam is the guest judge who's drunk because he just came back from his daughters wedding.

He appears in the manga two times in the backround and even appears in the SBS(thats why we know his name).
